Rules and Regulations Workshop
What topics will be covered?
What is an allowable cost? What is the Bridger? What
is the difference between a cooperative agreement
and an IQC? What is a waiver and why do we need them?
How long should I keep my project records? What are
we required to report in the SF 272? What are OMB
Circulars and CFRs, and to what extent do you need
to be familiar with them, based on the work you do?
What is an A 133 finding and how can I avoid a negative
finding in my work area?
If you have wondered about any of these questions,
you now have an opportunity to participate in USG
rules and regulations training at CARE.
The myriad of rules and regulations associated with
management of US government agreements and sub agreements
adds challenges to our work. Sorting out what is required,
by whom, and when is even more complicated because
it is sometimes difficult to know how to interpret
the rules and regulations, and some of the rules change.
The workshop is intended to give participants a good
sense of the issues that confront CARE with managing
US government funds. Participants will have the chance
to work with the most common rules and regulations
governing Grants and Cooperative Agreements and understand
how they apply to your areas of work.
The workshop will be useful to new staff and also
provides a good refresher for those of you who have
participated in similar events in the past. The topics
will cover the key rules at different stages of the
award cycle (pre-award, post award, implementation,
close out). It will include a detailed review of USAID’s
administrative rules (22 CFR 226), the Standard Award
Provisions, and cost allowability under OMB A-122,
and audit readiness. More importantly, the workshop
will give you the opportunity to get answers to the
kinds of questions that you are faced with in your
work.
Who should attend?
Program grant managers who have
responsibilities for managing USG funded activities
and who have a need to know donor requirements in
a decentralized environment like CARE.
Finance, procurement and other business services
staff with ongoing responsibility for the
administration of USG awards.

Please register for the workshop through the CARE
Academy no later than April 30th. Registered participants
will receive a pre-workshop questionnaire and other
preparatory materials in early May.
The Workshop Resource Team:
Eric Johnson, Associate General Counsel and
Compliance Officer at CARE Atlanta office.
Eric is one of the CARE staff who works closely with
the INSIDE NGO/APVOFM training program and brings
considerable knowledge of USG requirements.
Herminia ‘Minette’ Rubio-Gutierrez, External
Audits Manager, has worked extensively with
CARE audits and Country Office programs and has developed
many useful guidelines and tools for CO grants management.
Ana de los Reyes, with Competitive Bids Information
and Cost Support Unit, leads on development
of cost proposals and budgets for many of our USG
agreements and has provided training in USG rules
and regulations for many CO and HQ staff in the past.
Cyril Alaras, currently on TDY as Technical
Specialist with the OCiCi program has worked
closely with HQ program grants managers to support
budget and grants management. In his current TDY he
will be working with CARE staff to improve our agreements
and sub agreements management.
Lora Wuennenberg brings extensive country
office management perspective and will be
able to share real examples of agreement and sub agreement
issues faced by our front line field staff.
