Change
and Transition Management Program
Change is an event; new structure,
new direct reports, new processes, new policies, etc.
Transition is the gradual reorientation
process that happens to people as we adapt to changes
Context
Given local contexts, donor changing environment
and new expected roles of international NGOS, COs
and Regional Management Units are constantly dealing
with change. In addition CARE’s new Strategic Plan
key actions are driving important changes at the global,
regional and CO level. Nonetheless, skills associated
to Change and Transition Management have not been
built globally at CARE. Thus, results of delivering
intended success are mixed and not completely satisfactory.
Change efforts and achieving intended success
Literature tells us that 70% of change efforts fail
to deliver intended success; this alone should be
a compelling argument to be mindful about how at CARE
management deals with change. Some of the main reasons
why such efforts fail are:
1. Solutions are implemented but intent never achieved
2. Real purpose is lost
3. New requirements circumvented and old behaviors
disguised (Faked Compliance)
4. Management acts as if change has occurred but employees
know better.
The greatest challenge in carrying out change is
to win the minds and hearts of those going through
change and that are responsible of achieving the desired
intent. This is expressed in the following equation
of change:
E = Q x C
E = Effectiveness of the Change,
Q = Quality of Technical Strategy (the Change) and
C = Quality of People’s Strategy (the Transition)
